Sport for all was born from the “European Sport for All Charter” of the European Council, that was launched in 1975 by the European Sports Ministers. It was officially adopted on 24th September 1976.
Subsequently, it was adopted European Sport Charter in 1992, building upon the principles of the “European Sport for All Charter, that was revised in 2001 in order to provide a common set of principles for all Europe. In this document, governments have committed themselves to provide their citizens with opportunities to practice sport under well-defined conditions. Sport must be :

1)accessible to everybody;
2)available for children and young people in particular;
3)healthy and safe, fair and tolerant, building on high ethical values;
 4)capable of fostering personal self-fulfilment at all levels;
 5)respectful of the environment;
 6)protective of human dignity;
 7)against any kind of exploitation of those engaged in sport.

Inside the International Olympic Committee, Sport for all is represented on Sport for All Commission, created by the IOC in 1983 in response to the growing public interest in sports practice and the development in the trend in health/fitness and physical activity (http://www.olympic.org/sport-for-all-commission). The most important goal of the Sport for All Commission is to encourage and support the efforts and developments disseminating the health and social benefits to be gained by all members of society through regular physical activity.
The World Conference on Sport for All  is an important means of promoting the Olympic ideal that sport is a human right for all individuals regardless of race, social class and sex.

LAW

July/August 2011 - Italian football betting scandal 2011

The current scandal of illegal soccer betting in Italy, the Third  in this field, has shocked the public opinion of the country. Today, this situation is the fourth largest scandal Italian soccer after “Calciopoli” 2006 and the First (1980) and Second (1986) Italian football betting scandal. The roles and responsibilities are still under development and discussion; once verified these would trigger adverse consequences, inside or outside the sport Justice systems structure, for the individual subjects and professional teams involved. In Italian soccer judiciary system there are three types of sport responsibility: Direct responsibility, Objective responsibility and Presumed responsibility. For better understanding, taking the example of associations::

-Direct responsibility occurs when the legal association representatives may be responsible for unlawful acts;
-Objective responsibility occurs when extraneous unlawful acts lies heavy on associations;
-Presumed responsibility occurs when are derived association benefits from unlawful acts.

The Sports Justice Code of Italian Football Federation (FIGC) provides, in this case, the prohibition to all persons (federal managers, shareholders, members of professional soccer associations, athletes and so on) to make or accept bets, as far as the results of official matches organized by FIFA, UEFA and F.I.G.C. is concerned, either directly or through intermediaries or facilitate illegal soccer betting with other unlawful acts. The resulting sanctions may pose to individual subjects involved: inhibition or disqualification (not less than eighteen months). If a sport association was responsible, sanctions can range from a simple penalty to relegation or exclusion from the own competition league or any other soccer competition.
Furthermore, within the limits of Italian Criminal Law Legislation, the Law n. 401 (13 December 1989 “Interventions in the field of illegal gambling and betting and protection of correct conclusion of sporting competitions”) provides (art. 4, paragraph 1) that "any person who illegally organizes a lottery or sport betting or forecasting competition in which for these rights the law reserves to the State or to another concessionaire, they shall be punished with imprisonment from six months to three years."
